Hmmm, not really... The peter principal has less to do with one's own perception of their abilities, and more with their actual functional competence as it relates to their job. The peter principal says that a competent worker will keep getting promoted until reaching a position for which he is no longer competent, and from there won't be promoted any more. It's really more a commentary on corporate environments.
This, the "Dunning-Kruger effect", is about meta-awareness, and how the least competent are least able to judge their actual level of competence. They think they're just as competent as everyone else, when in reality they're far below the norm.
To answer your first post, Nep, I think I'm equally as competent as everyone else. Since in the experiment everyone's self-assessment was roughly the same, you can't extrapolate from that.
To kind of answer your second post, this has really been a liberating revelation for me. I used to get frustrated at what I saw as willful ignorance, "how can you be that incompetent and not want to improve?". But with the understanding that the incompetent don't actually know that they're incompetent, I can take a more compassionate attitude towards it.
