When you allow the governance of a place, a spot as sacred as the museum at Steamer Lane, to a political body such as a city council, you are fooked. Rittenour may not be the guy, but allowing the museum to be run by a private contractor, overseen by a board and the city, might work. The City of Santa Cruz may not be able to support all it's "obligations" and the museum.
