basically, yes. It depends on where the main fin is placed to a degree. Meaning if there is enough room between its leading edge and the rail. I usually set the main fin a little further inboard of the rail to accompany the canard, but I bet you could make it work on a normal board.
There are complete twinzer fin sets out there, but I've been using an MR style main and a single fcs plug, and making the canard fin to suit. Sometimes just re-foiling composites for the canard if the punters don't want to splurge on fibreglass...
Halcyon would be the guy to talk to about getting a fin set made for it though. He seems to have it pretty dialed in.
