Designs like this exist, but few are shaping them.
No shortboard will paddle like a longboard, but some might paddle like a fish. And almost no shortboard that paddles like a fish will turn in the pocket like a HPSB.
One way to accomplish this an "unusual" deck/foil. And rails/outline/bottom contours to match, keep everything balanced. Have a look at the people doing step decks, double concave decks, or similar. GG's rails/foil [click] is actually very reminiscent of these, and that twin will probably do quite nicely in the small stuff.
Then again, surfing in the small stuff requires quite a bit of skill/athleticism. The wave is doing very little for you, and though the board is made specifically to harness what little is there, it's up to you to make it go.
Try riding a Firewire Sweet Potato in 1-2ft surf. I found it to be harder than you'd think, but sure as hell isn't the board holding you back.
