this actually brings up a more serious question which is at what point are the rental shops and lifeguards responsible for letting an area not just get crowded but get dangerous? its bizarre that atleast a pamphlet of ways to surf safely is not given out with board rentals and is it that bad of an idea that if a guard constantly sees someone being dangerous that the guard bounces the clown and not the surfer. Really at what point?
