ear: plug vs hood?

I read terrible stories here about surfer's ear, and was thinking...when wearing a hood (because of cold water) does one need to wear earplugs as well, or is the hood enough? well actually even the hood let some water in, and from time to time i feel water trapped between ear and hood (sort of suction effect). what's your thought? thanks in advance
